The accession consists of early years of Housing Corporation development in the NWT including recommendations, legislation proposals and ordinances. It contains discussions of surplus housing, drafting a local building by-law, changes made to the Rural and Native Housing program, and community planning and development including building houses for GNWT rental units. It consists of a Special Purpose Housing outline from Canada Mortgage Housing Corporation. It contains a discussion paper on ethical principles for the conduct of research in the north and notes on the impact of housing on health concerns. It also contains a Northwest Territories Housing Corporation Management & Employment Manuel for 1975, a Ministry of State for Urban Affairs Annual Report from 1976 - 1977, and a Northwest Territories Housing Corporation Management Report from 1988.

There are also President’s briefing notes, a review of the NWT Housing Corporation, as well as terms of reference and strategies for community housing delivery, and special projects such as the Northern Housing Initiative and Core Need Income Threshold. The bulk of the records consist of internal reports and studies related to NWT Housing Corporation programs, initiatives and program delivery such for Aboriginal housing, and senior citizen housing. There are also records from a Housing Needs Survey, the Homeownership Assistance Program, Community and Program Services (CAPS), and the Community Housing Needs Assessment.

The records date from 1975-1997 and include feedback and documentation from community consultation meetings regarding housing issues, internal reports related to programs and activities such as social housing, International Year of Shelter for the Homeless and the impact of the Mackenzie Valley Pipeline on housing. Accession includes records from the Infrastructure Development division of the NWT Housing Corporation, primarily design and construction project files, project correspondence, tender and contract administration, and negotiated contract files. Records document the Market Housing Initiative (modular housing), seniors housing initiatives in several communities, as well as technical reports and maintenance assessments of the Somba K'e Healing Lodge, Jimmy Erasmus Seniors Home, Inukshuk Housing Cooperative, and Rockhill Apartment Building.

Records in this accession primarily include design and construction project files. Also included are reports and surveys, partnership agreements, collective agreements, and documentation of the district office's administration of housing and homeownership programs.

Records date from 1986-2002 and include minutes from Senior Management Committee meetings, discussion papers, meeting minutes and correspondence regarding the delivery of housing in Iqaluit, policy files concerning the Homeownership Program and mortgage administration, as well as a case study on housing in Fort Good Hope. The majority of the records include discussion papers, proposals and correspondence concerning the review and development of a new rent scale program in the NWT.

This accession consists of an assortment of files from the Programs and District Operations division of NWTHC, including information on the Rent Scale and User Pay Power programs, LHO assessments, and management and interim management agreements between NWTHC and various housing authorities.

Records include background documents from the Department of Indian Affairs and Northern Development. There are also reports that were completed by the NWTHC on the analysis of utility costs in public housing, a summary report and background material from NWTHC strategic planning workshop, as well as a work plan and outline of a transfer framework related to the GNWT community empowerment initiative and how it impacted the NWT Housing Corporation. The majority of the records consist of correspondence between the NWTHC and a consulting firm that was hired to complete housing needs surveys. Records include the Final Technical Project Report, as well as housing needs survey reports for the following communities: Iqaluit, Kugluktuk, Yellowknife, Bay Chimo, Pelly Bay, Pond Inlet, Norman Wells, Wha Ti, Paulatuk and Snare Lake. The remaining records include correspondence and implementation strategy regarding the transfer of the responsibility of social housing to NWTHC from the CMHC (Canadian Mortgage and Housing Corporation), correspondence and report between NWTHC and CMHC regarding northern Aboriginal housing and an executive summary, correspondence, reports and decision papers regarding the harmonization of social assistance programs (Education, Culture and Employment) and public housing programs.
