This series consists of records documenting the GSCI’s oral history and place naming work. Records include project, planning and produced materials from oral history and place name projects conducted by the GSCI and conducted by future GSCI staff prior to the GSCI being established. These projects include the various phases of the Ehdiitat Gwich’in, Gwichya Gwich’in, Nihtat Gwich’in and Teetł’it Gwich’in Place Name Projects, the Arctic Red River Oral History Project (1989), the Fishtrap Project (1991), the Gwichya Gwich’in Legends Project (1995), the Fort McPherson to Mayo Snowmobile Trip (1998), the Tombstone Oral History Project (1999 and 2002), the Gwich’in Volunteer Storybook Project (2000-2002), the Devlan Oral History Project (2002), Gwich’in Goonanh’kak Googwandak: The Places and Stories of the Gwich’in (began in 2010) and the Gwich’in Ethnoastronomy Project (began in 2012). Project and planning materials include correspondence; funding proposals and contribution agreements financial statements and budget materials; service contract; travel materials; interview questions and consent forms; transcripts and materials related to transcription and translation work; elders profile forms; notes; workshop materials; presentation materials; and research and reference materials. Produced project materials include reports, draft reports and related photographic logs; book drafts; articles and papers; photographs, slides and negatives; audio recordings; transcripts; a teacher’s guide; and maps.

The series also includes records related to the GSCI’s place names database and online mapping projects as well as general place name records. Database and online mapping records include correspondence; licence and software materials; funding proposals and financial materials; translation and transcription materials; notes; drafts of place name texts; and database printouts. General place name records include correspondence regarding Gwich’in place names in the Yukon and the correct spelling of place names; materials related to the process of changing place names; GSCI presentation materials; and reference materials.

This series consists of project, planning and produced records from the GSCI’s Arctic Red River Headwaters Projects. These projects include Arctic Red River Headwaters Project Phase I 2004-2005, Arctic Red River Headwaters Project Phase II 2005-2006 and Headwaters of the Arctic Red River Phase III 2007-2008 Archaeological assessment and TEK 2007-2008. The fourth phase of the project, Headwaters of the Arctic Red River Phase IV: Traditional Land Use of the Headwaters and Front Ranges, was cancelled in 2010. The GSCI conducted a review of their collected materials and information on traditional use and heritage resources for the Arctic Red River to identify gaps and interviewed Elders and harvesters in the area to provide input as to whether the status of the area should be changed from a Special Management Zone to a legislative protected area or a Gwich'in Heritage Conservation Zone under the Gwich'in Land Use Plan. The GSCI also conducted ecological knowledge interviews with Elders and harvesters for the archaeological assessment to determine archaeological potential.

Project and planning materials in this series include correspondence; funding proposals; budget materials; research plan; assessments; materials related to the 10-Year Review of the Arctic Red River; interview materials including questions, checklists and consent forms; notes; and reference materials. Produced materials include reports, audio recordings of interviews, transcripts and presentation materials.

Gwich'in Territorial Park

This series consists of records documenting the GSCI’s work in developing a vision and management plan for the Gwich’in Territorial Park with other Gwich’in organizations, such as Gwich’in Geographics Ltd, as well as oral history, place name, ethnobotany and plant report projects in the park. Projects documented in this series include Gwich’in Territorial Park – Campbell Lake Talking Map (1994), Gwich'in Territorial Park (Campbell Lake) Oral History & Place Names Project (1994), Gwich’in Territorial Park (Campbell Lake) Ethnobotany Project (1995), Gwich’in Territorial Park Report (2012) and Gwich’in Territorial Campground Plant Report (2014).

Records in this series related to the GSCI’s work in developing a vision and management plan for the Gwich’in Territorial Park include correspondence; Terms of Reference; meeting notes, report and materials relating to a Vision and Imaging Session in July of 1996; planning materials for an interpretive centre; draft interpretive plan and vision statement; a Scope of Work document from Gwich’in Geographics; draft management plan and comments; reference materials; Territorial Park Management Committee meeting materials from 2013 and 2014; and a printed copy of the revised Gwich’in Territorial Park Management Plan 2012. Records documenting the GSCI’s oral history, place name, ethnobotany and plant report projects in the Gwich’in Territorial Park include correspondence; funding materials; GSCI reports and drafts of non-GSCI reports; presentation materials; maps; and audio recordings.

This series consists of project, planning and produced records documenting the GSCI’s Gwich’in Traditional Knowledge of the Mackenzie Gas Project Area project. The GSCI undertook the recording of traditional knowledge information within the area of the proposed Mackenzie Gas Pipeline, north of the Mackenzie River, as part of the Environmental Assessment for the project and under the funding of Imperial Oil and the coordination of the Mackenzie Project Environmental Group. The GSCI created a geographic information system from the traditional knowledge information collected in this and other projects. In 2010, the GSCI provided responses to the Joint Review Panel’s recommendations on the Mackenzie Gas Project.

Project and planning records in this series include correspondence; contract, Terms of Reference and agreements with Imperial Oil; budget materials; work schedules; working group and workshop materials; interview materials including draft questions and consent forms; and information packages and reference materials. Produced materials include audio recordings, transcripts, photographs, maps, and reports. The series includes the Joint Review Panel’s recommendations and GSCI’s responses.

Elder's Biography Project

This series consists of project, planning and produced records documenting the GSCI’s Elder’s Biography Project which began in 1999 and concluded in 2019. Records relate to the recording of biographies of 24 Elders from Aklavik, Fort McPherson, Inuvik and Tsiigehtchic in 2000 and 2001, the production of calendars for 2001, 2003, 2006, 2008 and 2014 featuring summaries of these Elders’ life stories and the production of a book featuring their stories that was published in 2019. Project and planning records in this series include correspondence; funding applications, reports, contribution agreements, memoranda of understanding; financial statements; biography, calendar and book drafts; and materials related to translation and transcription. Produced materials in this series include audio recordings of interviews; translation recordings of interviews; transcripts; photographs; reports; and copies of the 2001, 2006, 2008 and 2014 calendars.

Gwichya Gwich'in Googwandak

This series consists of project, planning and produced records documenting the three phases of the GSCI’s History of the Gwichya Gwich'in and of Tsiigehtchic project from 1995-2007 in which the GSCI published two editions of Gwichya Gwich’in Googwandak: The History and Stories of the Gwichya Gwich’in. Using information gathered between 1992 and 1995 as well as archival and oral history information, a draft was written by Michael Heine in 1996 and was followed by additional drafts as well as interviews and a workshop with Elders. The first edition was published in 2001 and a revised edition was published in 2007. Project and planning records in this series include correspondence; funding proposals and contribution agreements; budget materials; drafts; copies of archival photographs dating as early as 1945; and materials related to the launching of the book. Produced materials in this series include copies of Gwichya Gwich’in Googwandak; copies of the 1996 draft; photographs used in the book and from the book launch; and audio recordings of interviews.

Burial Sites

This series consists of records of the GSCI’s work in documenting, recognizing and protecting Gwich’in burial sites. Records in this series relate to the Tsiigehtchic Graveyard Mapping Project 2005-2008, Burial site signage along the Dempster Highway and the GTC Gwich’in Burial Site Guidelines. Records include correspondence; GTC Burial Site Guidelines and draft; notebook, notes and information on graves from the Tsiigehtchic Graveyard Mapping Project; and news articles.

Government of Canada

This series consists of records documenting the GSCI’s consultation and interaction with federal agencies, commissions, boards and programs. Records document the GSCI’s interactions with the Canadian Polar Commission, the Mackenzie Valley Environmental Impact Review Board, Parks Canada and the Innovators in Schools program. Records in this series include correspondence; presentation and workshop materials; interview materials; proposals; reports; and informational and reference materials.

Website

This series consists of planning and funding materials documenting the creation, launch and update of GSCI’s website. Records in this series include correspondence; funding applications and contribution agreements; financial statements; content planning materials; website printouts; materials relating to GSCI’s social media strategy including draft documents; and website reporting materials.

This series consists of records documenting the GSCI’s consultation and interactions with the Government of the Northwest Territories (GNWT). It documents the GSCI’s interactions with various governmental departments and with agencies that are at arm’s length from the government, including the Beaufort Delta Divisional Board of Education, the Dogrib Divisional Board of Education, Aurora College and the Aurora Research Institute. This series includes planning, workshop and curriculum records related to GSCI’s involvement with the government in curriculum development through the Inuvialuit and Gwich’in Land Claim and Self-government Curriculum Resource Material Project Working Group and the Gwich’in Curriculum Committee.

Records in this series related to GSCI’s involvement with government departments and agencies relate to funding, education, research, language, consultation and workshops and include correspondence; informational materials, newsletters, posters and reports from departments and agencies; funding proposals and reporting materials from GSCI; and presentation and workshop materials. Records documenting GSCI’s work on curriculum development include correspondence; a job posting; agendas; notes; presentation materials; resource materials; draft curriculum materials including outlines and teachers’ guides; review materials for the Grade 4 social studies curriculum; copies of a document titled “Chronology of Gwich’in History and Self Government;” and curriculum materials, development documents and resource materials from GNWT in print and on CD.

Traditional Knowledge Policy

This series consists of planning and project records related to the GSCI’s work on the development of the Gwich’in Tribal Council’s Traditional Knowledge Policy which the GSCI was responsible for implementing, on traditional environmental knowledge policy and on traditional knowledge policy development for the Government of the Northwest Territories and for the Yukon. Records include correspondence; proposals; funding information and financial materials; terms of reference; meeting, workshop and agendas, presentations, discussion papers and resource materials; reports; reference materials; policy copies; research guidelines; and a copy of the video Two Eyes One Vision - A New Millennium of Management from the Yukon Fish and Wildlife Management Board.

This series consists of records documenting GSCI’s role in regulating research and land use in regards to the protection of heritage resources within the Gwich’in Settlement Region through the review of licence, permit and research applications and through its work with researchers. Materials in this series relate to the review and approval of land use permits, scientific research licenses and archaeological licences; research, data sharing and use agreements and requests; and project materials and final products provided by researchers.

Under the Gwich’in Comprehensive Land Claim Agreement and the Gwich’in Tribal Council’s Traditional Knowledge Policy, the GSCI had the responsibility of reviewing and providing advice on research licence and permit applications in regards to Gwich’in heritage resources and Gwich’in traditional knowledge research. The GSCI reviewed and provided advice on land access permits issued by the Gwich’in Land Administration, land use applications issued by the Gwich’in Land and Water Board, science research licences issued by the Aurora Research Institute (formerly the Science Institute of the Northwest Territories) and archaeological permits issued by the Prince of Wales Northern Heritage Centre. Records documenting these responsibilities include correspondence; permit and licence applications; agreements and approvals of permits and licences; permit and licence reports; maps; copies of archaeological regulations for the Northwest Territories; and guides for researchers in the Northwest Territories and the Yukon including some produced with GSCI input.

The GSCI also worked with researchers conducting research within the Gwich’in Settlement Region. The GSCI entered into research and data sharing and use agreements with individual researchers and organizations, assisted researchers in their work and received project and produced materials from researchers. The series includes research, data sharing and photograph use applications and requests; comments on and approval of requests and applications; fee schedules; research project and funding proposals; project financial statements; interview questions and information; consent forms; reports and articles including drafts; drafts of books and video materials; theses; posters; photographs; videos and films; and related correspondence. There are theses in this series which date from as early as 1959 and represent reference materials collected by the GSCI as well as materials provided by a researcher from the Gwich’in Games Workshop in Fort McPherson in 1976.

Government of Yukon

This series consists of records documenting the GSCI’s work and interaction with the Government of Yukon. Records in this series relate to legislation, burial site workshops and guidelines, the Yukon Geographic Place Names Board and the North Yukon Planning Commission 2007. Records include correspondence, a data sharing agreement, a report and commission materials from the North Yukon Planning Commission; materials related to the consultation on the Yukon Development Assessment Process; correspondence, policy materials, workshop materials and audio or video recordings from the First National Burial Sites Workshop in Whitehorse in 1998; Yukon Geographic Place Names Board annual reports; Yukon Native Language Centre Activities Report; a copy of the Yukon Historical Resources Act and annual report; a brochure for the Achievement Culture Environment Service Wilderness Program; a 2006 Yukon Palaeontology Program Calendar; and posters.

This series consists of records documenting the GSCI’s interactions with Gwich’in organizations, communities and events not related to GSCI’s projects. This series includes records related to Gwich’in Geographics, the Gwich’in Renewable Resources Board (GRRB), the Gwich’in Land Use Planning Board (GLUPB), the Gwich’in Healing Society, the communities of Tsiigehtchic and Inuvik and the organization of a regional elders meeting and the 1996 Gwich’in Gathering.

Records in this series include correspondence; minutes; proposals and drafts; funding applications; terms of reference; memos; reports; a draft Grizzly Bear Management Plan from GRRB; board meeting materials, policy materials, agendas, minutes, monthly reports and a healing program package from the Gwich’in Healing Society; and planning materials, workshop agenda and survey responses from the Community Wellness Survey in Tsiigehtchic and Inuvik.

This series consists of records documenting the GSCI’s interaction and work with non-Gwich’in organizations, institutions, associations, commissions and working groups which are not related to GSCI’s projects. These records relate to associations and committees to which the GSCI belonged, meetings between GSCI and other organizations, collaboration and assistance provided by the GSCI and received materials from other organizations. Records in this series include correspondence; meeting and assembly materials; proposals; reports and notes; newsletters; discussion papers; reference materials; informational and governance materials of other Indigenous organizations including the Dene Cultural Institute’s five-year plan, funding materials and program materials; questionnaires and surveys; presentation materials; and slides from a meeting between GSCI and the Dene Cultural Institute in 1999.

This series consists of project and planning records documenting GSCI’s involvement in land use planning and management with other organizations including the Gwich’in Land Administration, the Gwich’in Land and Water Board (GLWB), the Gwich’in Interim Land Use Planning Board (GILUPB), the Gwich’in Land and Water Working Group (GLWWG) and the Peel Watershed Planning Commission. Records include correspondence, reports, informational materials, a copy of the Gwich’in Land Management and Control Rules, and maps relating to Peel Watershed Planning. The series also includes workshop proposals, agendas, presentation materials, discussion papers and draft reports from the Peel River Watershed Advisory Committee Workshop, GLWB‘s Integrated Resource Management workshops, GTC-GILUPB’s Land Use Planning Workshop and GILUPB-GLWWG’s Gwich’in Settlement Area Integrated Resources Workshop.

This series consists of records documenting the Gwich’in Traditional Caribou Skin Clothing Project, a joint project between GSCI, the Canadian Museum of Civilization and the Prince of Wales Northern Heritage Centre in which five replicas were made of a 19th century Gwich’in man’s summer outfit from the Canadian Museum of Civilization’s collections. These replicas were made by seamstresses in Aklavik, Fort McPherson, Inuvik, Tsiigehtchic and Yellowknife and are exhibited in each of the Gwich’in communities and at the Prince of Wales Northern Heritage Centre in Yellowknife.

Records include project, planning and produced materials documenting the trips taken by GSCI staff and Gwich’in Elders to the Canadian Museum of Civilization and the Smithsonian Institute to see and document Gwich’in clothing in their collections, the workshops in which the replica outfits were created, the exhibits and unveiling ceremonies and the loaning of the outfit in the Prince of Wales Northern Heritage Centre’s collection to the National Gallery of Canada in 2017. Records include correspondence; funding proposals; contribution agreements; financial statements; reference materials; invitations, programs, posters and speaking notes from unveiling ceremonies; newspaper and magazine clippings; loan agreements between GSCI and the four Gwich’in communities; publication copies and drafts; posters; video recordings; and photographs, slides and negatives. The series also includes audio cassettes and transcripts of interviews with Gwich’in seamstresses in 1991-1994 sent to the GSCI by Judy Thompson from the Canadian Museum of Civilization.

Governance

This series consists of records documenting the governance, strategic planning and reporting activities of the GSCI. Records include documentation of the activities of GSCI’s Board of Directors; meeting materials and correspondence from GSCI’s Annual General Meetings and staff meetings; documentation of GSCI’s organizational and strategic planning activities related to Five-Year plans and work plans; and general project and annual reporting materials.

The GSCI was governed by a Board of Directors made up of representatives from the Gwich’in Tribal Council and the Gwich’in communities of Aklavik, Fort McPherson, Inuvik and Tsiigehtchic. Records documenting the activities of the Board include correspondence; Terms of Reference for the Board; presentation materials relating to Board training; funding, expense and financial materials; and Board of Directors meeting agendas, packages and minutes. Meeting packages often included agendas, minutes, reports, financial reporting materials, budget materials and correspondence. This series also includes a copy of the Northwest Territories Societies Act Application for Incorporation form.

This series includes meeting materials, minutes, notes and related correspondence from staff meetings and the GSCI’s Annual General Meetings in 2001, 2003 and 2006 to 2014.

Organizational and strategic planning pertain to GSCI’s five-year plans and work plans and include correspondence, proposals, financial materials and contribution agreements, reports, meeting notes, and copies and drafts of plans.

Finally, this series includes general project and annual reporting materials. GSCI’s annual reports were included as part of the Gwich’in Tribal Council’s Annual Reports and this series includes copies of the GSCI sections of these reports from 1994-2011. This series also includes activity and project reports, reports on the status of project materials, Executive Director reports and related correspondence.

Executive Director

This series consists of GSCI Executive Director files from 2004-2016. These files document the various functions and activities of the Executive Director and the GSCI and include materials related to administration; GSCI’s Board of Directors; strategic planning; policy; funding; finance; the Gwich’in Tribal Council; Gwich’in organizations; the Government of the Northwest Territories; other organizations; researchers and research licensing; land use licencing and administration; language work and policy; traditional knowledge work and policy; GSCI and non-GSCI projects; reporting; publications; historic sites; and the GSCI website. Records in these files include correspondence and attached/enclosed documents; informational materials; funding applications, proposals and contribution agreements; financial materials; policies; meeting and conference materials; reports and drafts; presentation materials; project materials; historic sites nomination forms and materials; research and land use applications and related materials; and letters of support.

Finance

This series consists of financial, budgeting and reporting materials and materials related to funding activities.

Records related to GSCI financial matters, budgeting and reporting include financial statements and reports; audit reports for financial statements from 1999 to 2002 and related materials; income detail reports; activity and project reports; income statements; balance sheets; business plan; and related correspondence.

Funding for GSCI’s administrative, project, program and research activities came from several sources. Core funding was provided by the Gwich’in Tribal Council, the Beaufort Delta Education Council and the Government of the Northwest Territories. GSCI applied for and received additional funding through grants and donations from various foundations and programs. Records documenting GSCI’s funding activities include funding proposals and applications; contribution agreements; service contracts; reports; copies of GSCI’s Foundation Database; and related correspondence.
