[Otto Lahser diary]

Attached is a copy of a typed version of the diary of Otto Lahser. The diary describes the journey taken in 1898 and 1899 down the Athabasca and Slave Rivers to Great Slave Lake and then down the Mackenzie River to the Peel River aboard the boat "Enterprise." The diary includes details on weather, people they encountered and their attempts to locate gold.

Lahser's description may cause offense because he uses outdated language to describe Indigenous Peoples. We have reproduced the original as is because it is a part of the original historical record. If you have feedback or questions, please contact the NWT Archives.

The accession consists of early years of Housing Corporation development in the NWT including recommendations, legislation proposals and ordinances. It contains discussions of surplus housing, drafting a local building by-law, changes made to the Rural and Native Housing program, and community planning and development including building houses for GNWT rental units. It consists of a Special Purpose Housing outline from Canada Mortgage Housing Corporation. It contains a discussion paper on ethical principles for the conduct of research in the north and notes on the impact of housing on health concerns. It also contains a Northwest Territories Housing Corporation Management & Employment Manuel for 1975, a Ministry of State for Urban Affairs Annual Report from 1976 - 1977, and a Northwest Territories Housing Corporation Management Report from 1988.

This item is an interview of Cam Jordheim recorded ca. 1986 by Sandra Dolan, likely as part of Operation Fox Moth. The interview is in English. The original source item is side A of a 90 minute audio cassette. Cam speaks about working as an aircraft maintenance engineer in the north since 1970. He describes his training, tasks (including favourite and least favourite), changes in the job over time, working with regulatory agencies, changes in airplanes, and busy seasons. He emphasizes the shift in aircraft maintenance from panic maintenance to preventative maintenance. Cam also talks about Ptarmigan Airways, including its history and a hangar fire that had occurred three years before the interview, charter start-ups, overloading, and competition.

This item is an interview of Mark Dodd recorded ca. 1986 by Sandra Dolan likely as part of Operation Fox Moth. The interview is in English. The original source item was side B of a 90 minute audio cassette. Mark first came north in 1959 and is the former Commander Northern Region. He discusses the history of military flying in the North, where planes were based, and activities, including Hudson’s Strait Operation, establishing LORAN navigational stations, mapping and charting, aerial photography, weather observation station resupply, radar site locations, the DEW line, Christmas supply, airfield construction, and military exercises and training. Mark also talks about types of aircraft used, flying in the arctic, and the role of the US Air Force during WWII and into the 1960s. There is also some discussion of how he would like to see the military presented in the PWNHC’s aviation display and Mark provides names of additional people for Sandra to contact.

This item is an interview of Denny May recorded ca. 1986 by Sandra Dolan, likely for Operation Fox Moth. The interview is in English. Denny’s wife Margaret also speaks occasionally during the recording. The original source item was side A of a 60 minute audio cassette. Denny May is the son of renowned pilot Wop May. He discusses writing a book about his father with his sister-in-law Sheila Reid and provides some biographical details about his father’s life and experiences as a pilot before his death in 1952 when Denny was 17 years old. The interview mentions Wop May’s time in the Royal Flying Corps during WWI, barnstorming, flying out of Fort McMurray and around the Northwest Territories, medivacs (including the trip to Fort Vermillion), the first airmail run to Aklavik, secondment during WWII, time as Chief Pilot of Canadian Airways, his tenure as Director of Northern Development for Canadian Pacific Airways, and loss of his pilot’s license due to a missing eye. The interview also discusses other early pilots, engineers, various planes and companies, styles of planes and controls, and flight clothing. The recording ends abruptly.

This fonds consists of 2.24 m of textual records, 1 audio cassette, photographs, and 5 CDs and 1 USB stick of digital records, including some created by the WSCC's predecessor, the Workers' Compensation Board. Records include meeting materials from the Governance Council and the Audit Committee, Minister's and President's Chronos (correspondence), and meeting materials for meetings between the Nunavut and Northwest Territories Ministers responsible for the WSCC. The records also include financial statements, agreements, strategic planning workshop material, survey results, records relating to legislation, and a memorandum on the release of employer safety records under ATIPP.

Records from the Prevention Services division include investigation reports on fatalities and an evaluation of the Safe Advantage Program.

This fonds consists of approximately 72 cm of textual material dated between 1970-1995. Records are from the Fire Safety, and Finance and Administration divisions of the Department of Safety and Public Services. The files relate to Director's and Settlement Council Meetings, policy and procedures files, reports, departmental reorganization, the Labour Standards Board, the Liquor Licensing Board and various standing committees.

The fonds also includes fatality investigation records (text, photographs and maps) from the Mine Safety Division and the Occupational Safety and Health Division.

There are also records from the Mine Safety Divison, including Inspection Reports and correspondence generated by Mining Inspection Services for Miramar and Necro Con Mine.

The records from the Corporate Service Division and Governance Council/Executive Services are comprised of minutes, agendas and reports from the Executive Committee, Management Group, Investment Committee, Legislative Review Committee, Audit Committee, Senior Management Committee, Leadership Committee, Major Stakeholders, Occupational Health and Safety Committee, Planning Committee, Northern Options Committee, Policy Review Committee and Operations Committee, and meetings with the Minister and Joint Ministers. Records also include some incoming and outgoing correspondence of the President and Minister Responsible, briefing notes, an Information Systems strategic plan for 2002-2004, and a file relating to the legal action taken by the families of workers who died in the 1992 Giant Mine explosion. In addition, there are records of meetings of the Board of Directors and its successor the Governance Council, as well as their subcommittees.

There are also records from the Policy, Planning & Evaluation and Communications & Information divisions, including communications strategies, program evaluation and organizational review files, action plans, Public Image Committee files, promotional materials, stakeholder relations plans, reports on proposed programs and assessment rates, copies of the "Reflections" publication, board directives, and correspondence regarding board appointments. There are also records regarding the planning and organization of events held by the Workers' Compensation Board to promote and educate the public on workplace safety. Records also include Corporate Plans (2004-2006, 2006-2008) and Annual Reports, which include an incomplete set of annual reports from the Workmen's Compensation Administration, the predecessor of the Workers' Compensation Board.

Records from the Legal Services division include files related to the Workers' Compensation Board Review Panel; legislative reviews of the Workers' Compensation Act, as well as its related ordinance and regulations; a WCB legislative proposal related to the Years Maximum Insurable Remuneration (YMIR); development of regulations for the Assessment Division; and files tracking Mine Health and Safety Act mandated inspector appointments. Records also relate to the Joint Mine Occupational Health and Safety Legislation Committee, the operation of the Renewable Resource Harvester Program, and the Operational Health and Safety amalgamation with WCB (1996). The records also include Board meeting minutes from November 17-20, 1992 on cassette tape and a ministerial discussion paper.

Records relating to the NWT Regional Operations Mine Inspector's office include mine inspector reports and incident/accident reports for mines in the Yellowknife area. There are eight brochures and pamphlets on programs and information from 1982-1984, covering information on workers' compensation for employees, employers and hunters and trappers; first aid training and a safety incentive program. There are copies of the Mine Rescue Review newsletter produced by the Workers' Compensation Board as well.

From the Prevention Services division, there are records regarding safety education and safety education program evaluation, as well as reports detailing divisional objectives, program evaluation files for the Safety Incentive and Rate Reduction Program (SIRR), and investigation reports on fatalities.

Records also include the results of a Client Services Delivery audit; review and evaluation of the SIRR (Safety Incentive Rate Reduction Program); a Final Report on the WCB by the Chief Commissioner; a report on injured workers that was prepared by Avery Cooper; strategic planning and corporate planning material; program reviews; a copy of an operational review of the WCB; records on the Workers' Compensation Board Safety Education program; a policy issue file on pre-1977 pensions; records on proposed and actual changes to the WCB as a result of division between Nunavut and the Northwest Territories; and records relating to the amalgamation of Occupational Health and Safety from the Department of Safety and Public Services with the WCB.
